Authorised Person (AP) Initial

Instructs delegates how to determine and fulfil their role and responsibilities when undertaking Level B (Authorised) person duties. This course is designed to ensure attendees are fully aware of the dangers that can arise in the training course of Level B (Authorised) person’s duties.

Authorised Person Initial Overhead Lines Electrification Courses

This module is designed to train Level B (Authorised) Persons who are responsible for working under direction of the Level A (Nominated) Person to achieve isolations on AC OLE in their daily work and is designed to help develop a person's knowledge, understanding and skills as defined in parts of competence standards listed below and is therefore particularly suited to persons required to prove their competence in these areas.

  • OLE 13 - Manually Switch Electrical Supply to OLE to Meet Defined Requirements
  • OLE 14 - Test and Earth OLE to Meet Defined Isolation Requirements
  • OLE 15 - Contribute to Minimising Risks When Working On or Near to Live OLE
  • OLE 17 - Object Removal from the OLE

Primary Objectives

  • Demonstrate their ability to interpret correctly the relevant parts of NR/SP/ELP/29987 - Working on or about 25kV AC Electrified Lines when acting as a Level B (Authorised) Person.
  • Demonstrate their ability to safely operate overhead line isolators / switches (under direction), test the OLE (under direction), using approved voltage testing devices, apply and remove local earths (under direction) and communicate with others clearly at a level necessary to avoid danger.
  • Demonstrate their ability to remove objects from OLE.
  • Demonstrate their ability to safely use live line measuring devices.

Key aims

To instruct delegates how to determine and fulfil their role and responsibilities when undertaking Level B (Authorised) Persons and this course is designed to ensure delegates are fully aware of the dangers that can arise in the course of Level B (Authorised) Person’s duties.

Successful completion of this course does not mean that delegate is allowed to carry out Level B (Authorised) Person’s duties, unless under the direct supervision of a mentor during their probationary period, until they have been assessed by a licensed assessor as competent to do so in accordance with NR/L2/CTM/014. The successful completion of this course can be used as supporting evidence of competence to reach the level required in NR/L2/CTM/014.

Pre-Requisites (detailed)

  • Delegate must be at least 18 years old
  • Have sufficient command of English language, and of the English language as detailed in Network Rail Company Specification NR/S/CTM/021 (Competence & Training in Track Safety).
  • Delegate must have a minimum of 12 months relevant workplace experience (which can be evidenced) in an OLE maintenance or construction team or successfully completed a company development programme which has received written acceptance by the Network Technical Head of Contact Systems.
  • First Aid of Electrical Accidents course and hold current certification
  • Delegate must have Personal Track Safety (PTS) competence.
